On November 25, 2024, the Ministry of Health of Vietnam issued Decision 3555/QD-BYT regarding the announcement of newly promulgated administrative procedures, procedures to be replaced, and procedures to be abolished in the field of preventive healthcare within the management scope of the Ministry of Health. This is stipulated in Decree 141/2024/ND-CP guiding the Law on Prevention and Control of Virus Infections Causing Acquired Immune Deficiency Syndrome in Humans (HIV/AIDS).
(1) Implementation Sequence
For cases where the certificate of eligibility for confirmatory HIV positive testing facility has been connected and shared on the Information System for managing medical examination and treatment activities or the national database, the agency/organization requesting re-issuance may access and print the certificate of eligibility for confirmatory HIV positive testing facility managed on the system.
For cases where the certificate of eligibility for HIV positive testing facility has not been connected and shared on the Information System for managing medical examination and treatment activities or the national database:
Step 1. The testing facility submits the dossier for re-issuance of the certificate of eligibility for confirmatory HIV positive testing to the competent authority.
Step 2: The competent authority checks the validity of the dossier:
If the dossier is valid, within 05 working days from the date of receiving the dossier, the competent authority will re-issue the certificate of eligibility for confirmatory HIV positive testing facility according to Form No. 23 specified in the Appendix issued with Decree 141/2024/ND-CP.
If the dossier is not valid, within 05 working days from the date of receiving the dossier, the competent authority must issue a written notice clearly stating the reasons and guide the testing facility to complete the dossier.
(2) Implementation Method
- Directly;
- Via postal service;
- In the electronic environment. Submitting electronic dossiers shall comply with the legal provisions on carrying out administrative procedures in the electronic environment and do not require submission of the dossier components that have been connected and shared on the database of the competent agency or organization.
