Procedures for new issuance of Certificate of satisfaction of security and order conditions (commune-level administrative procedures) are content specified in Decision Decision 5625/QD-BCA-C06 in 2023, on new, amended, annulled, and abolished administrative procedures in the fields of management of investment and business sectors with conditions on security and order; seal management; Management and use of fireworks falls under the jurisdiction of the Ministry of Public Security in Vietnam.
The order for issuing a new Certificate of satisfaction of security and order conditions for doing business in a number of conditional business investment sectors at the commune level is as follows:
- Step 1: Organizations and individuals wishing to be granted a new Certificate of satisfaction of security and order conditions to conduct certain conditional business investment industries and occupations submit documents to the Commune-level Police.
- Step 2: Receiving officer checks the validity and composition of the dossier.
If the application is valid and complete, it will be accepted and processed and a receipt will be sent. If the application is not valid or missing components, instructions on completing the application will be sent, and at the same time, the application completion instruction sheet will be sent.If the application does not meet the conditions or is not within the authority to resolve them, refuse to accept the application and send a notice that the application is not eligible for the issuance of a Certificate of satisfaction of security and order conditions.
- Step 3: Based on the appointment time on the application receipt, organizations and individuals will have the competent agency handling the application send the results of the Certificate of eligibility for security and order through the National Public Service Portal or the Public Service Portal of the Ministry of Public Security, via postal service, or received directly at the dossier receiving department of the Commune Police.
