Procedures for establishment and recognition of members of the security and order protection team from July 01, 2024 in Vietnam 

The procedures and formalities for establishing the Security and Order Protection Team in Vietnam and recognizing its members are stipulated as follows:

- Within 05 working days from the date of drafting the Minutes of the Selection Results, the commune-level Police shall prepare a document accompanied by the following materials and report to the Chairman of the People's Committee at the same level to issue a decision to establish the Security and Order Protection Team, and a decision to recognize the Team Leader, Deputy Team Leader, and Team Members of the Security and Order Protection Team:

+ Minutes of the Selection Results of the Team Members of the Security and Order Protection Team;

+ List of proposed members to be recognized as Team Members of the Security and Order Protection Team (Form No. 05 in the Annex attached to Circular 14/2024/TT-BCA);

+ List of candidates proposed to be recognized as Team Leader and Deputy Team Leader of the Security and Order Protection Team (Form No. 06 in the Annex attached to Circular 14/2024/TT-BCA).

- In villages and residential groups where leaders and deputy leaders of the Civil Defense Team have been appointed according to the law on fire prevention and fighting as stipulated in Clause 3 Article 16 of the Law on Forces Participating in the Protection of Security and Order at the Grassroots Level 2023, the commune-level Police shall, based on the competence and professional qualifications of the appointed leaders and deputy leaders of the Civil Defense Team, prepare a document and report to the Chairman of the People's Committee at the same level for consideration and decision to recognize them as Team Leader and Deputy Team Leader of the Security and Order Protection Team.

- Within 05 working days from the receipt of the document from the commune-level Police, the Chairman of the commune-level People's Committee shall consider and decide to establish the Security and Order Protection Team (Form No. 08 in the Annex attached to Circular 14/2024/TT-BCA), and decide to recognize the Team Leader, Deputy Team Leader, and Team Members of the Security and Order Protection Team (Form No. 08 in the Annex attached to Circular 14/2024/TT-BCA), and assign the commune-level Police to publicly post the decision at the headquarters of the People's Council, People's Committee, commune-level Police, cultural houses, and community gathering points in villages and residential groups.
