Procedures for approval of electricity transmission service pricing in Vietnam from February 1, 2025

Before November 20 annually (year N-1), the electricity transmission unit is responsible for setting the electricity transmission service price for year N, submitting it to the state management agency for electricity for appraisal and onward submission to the Minister of Industry and Trade for approving the electricity transmission service price for year N.

- The state management agency for electricity is responsible for reviewing the electricity transmission service price dossier within 07 working days from the date of receipt from the electricity transmission unit. If the dossier on the electricity transmission service price is not complete and valid as stipulated in Article 9 of Circular 14/2025/TT-BCT, the electricity transmission unit is responsible for completing and supplementing it within 05 working days from receiving the request from the state management agency for electricity.

- The state management agency for electricity sends the electricity transmission service price dossier for year N to relevant agencies and units for opinions (if any). Relevant agencies and units must send their opinions within 05 working days from the date of receipt of the request from the state management agency for electricity.

- Within 25 days from the date the electricity transmission unit provides a complete and valid dossier as stipulated in Article 9 of Circular 14/2025/TT-BCT, the state management agency for electricity is responsible for appraising the electricity transmission service price dossier and may use consultants for appraising the dossier if necessary, and submit it to the Minister of Industry and Trade for approval of the electricity transmission service price for year N. Within 07 working days from the date the state management agency for electricity submits, the Minister of Industry and Trade shall approve the electricity transmission service price.

- During the period when the electricity transmission service price for year N has not been approved, the parties agree on a temporary payment in the electricity transmission service contract until the electricity transmission service price for year N is approved. The temporary payment rate is equal to the electricity transmission service price for year N-1. The difference between the temporary payment and the payment according to the electricity transmission service price of the year will be settled by the parties after the electricity transmission service price for year N is approved.
