Procedures for approval and assignment of civil servant payrolls in administrative agencies and organizations in Vietnam

On September 3, 2023, the Ministry of Home Affairs of Vietnam issued Official Dispatch 4966/BNV-TCBC on instructions on the approval process and assignment of civil servant payrolls in agencies and administrative organizations, and the number of people working in local public service units.

Procedures for approval and assignment of civil servant payrolls in administrative agencies and organizations in Vietnam

Specifically, the Ministry of Home Affairs has opinions on the order of approval and assignment of civil servant payrolls in agencies and administrative organizations and the number of people working in local public service units every year in the period 2022–2026, as follows:

- Agencies, organizations, and public service units cover part of their regular expenses, and public service units have their regular expenses covered by the state budget (public service units that have not yet guaranteed their own regular expenses) of the locality based on the provisions of Decree 62/2020/ND-CP, Decree 106/2020/ND-CP, and guidance from competent authorities on civil servant payroll norms and the number of people working in public service units to:

Develop a plan for civil servant payrolls and the number of employees (including the number of people working and receiving salaries from the state budget and the number of people working and receiving salaries from non-business revenue sources) annually to send to the Department of Home Affairs for appraisal.

- The Department of Home Affairs receives documents and evaluates civil servant payroll plans and the annual number of employees of agencies, organizations, and public service units that have not yet covered their own local regular expenditures; synthesizes and plans civil servant payrolls and the annual number of people working in the locality, reporting to the Provincial People's Committee.

- Provincial People's Committees are responsible for:

Report to the Standing Committee of the Provincial and City Party Committee to report to the Central Organizing Committee to decide on staffing and the number of people working and receiving salaries from the state budget in agencies, organizations, and public service units that have not yet guaranteed their own regular expenditures and have opinions on the number of people working and receiving salaries from public service revenues in public service units that self-finance a portion of regular expenses in the industry or field. There is no guidance from the Ministry managing the industry or field on the local quota for the number of people working...
