Procedures for appraisal, approval, or recognition of design documents for motor vehicles manufactured and assembled domestically by the Ministry of National Defense of Vietnam

Step 1: Submit the Dossier

The manufacturing or assembly facility or the ordering unit in Vietnam shall prepare and submit 01 set of documents requesting the appraisal, approval, or recognition of the motor vehicle production and assembly design documents directly or send via public postal service (or military mail) or electronically to the Department of Vehicles - Transport/General Department of Logistics - Technical.

Step 2: Receive the Dossier

Within 15 days from the receipt of a complete and valid dossier, the Director of the Department of Vehicles - Transport/General Department of Logistics - Technical shall decide to approve or recognize the production and assembly design documents in accordance with Form No. 03 Annex attached to Circular 67/2024/TT-BQP. In case the appraisal content is complex, the maximum time shall not exceed 30 days;

If the dossier is not valid, within 03 working days, the Department of Vehicles - Transport/General Department of Logistics - Technical shall notify in writing to the manufacturing or assembly facility or the ordering unit for supplementation;

Step 3: Establish the Appraisal Council

The Appraisal Council for the design documents is established by the decision of the Director of the Department of Vehicles - Transport/General Department of Logistics - Technical;

The Council shall organize an inspection and comparison of the design documents content with the configuration, basic combat-technical features of the motor vehicle approved by the Chief of Staff, through the appraisal minutes;

If the design documents meets the requirements, the Appraisal Council shall submit it to the Director of the Department of Vehicles - Transport/General Department of Logistics - Technical for approval;

If the dossier does not meet the requirements, the Appraisal Council shall notify the manufacturing or assembly facility or the ordering unit to amend and complete it. The time for amendment and completion is not included in the appraisal, approval, or recognition time prescribed above;

Step 4: Return the Results

The decision to approve or recognize the production and assembly design documents as prescribed in Form No. 03 Annex attached to Circular 67/2024/TT-BQP is made into 02 copies, with equal legal value, 01 copy is kept at the Department of Vehicles - Transport/General Department of Logistics - Technical, and 01 copy is sent to the manufacturing or assembly facility or the ordering unit in Vietnam.
