Procedures for annual recognition of poor and near-poverty households in Vietnam are specified in Decision 406/QD-LDTBXH in 2023 on the announcement of new and abolished administrative procedures within the scope of state management functions of the Ministry of Labour, Invalids and Social Affairs.

Procedures for annual recognition of poor and near-poverty households in Vietnam

Procedures for annual recognition of poor and near-poverty households in Vietnam are as follows: 

- Step 1: The household has a written request for review of poor and near-poor households using Form No. 01 in the Appendix issued together with Decision 24/2021/QD-TTg to the People's Committee of the commune.

- Step 2: The commune-level People's Committee chairperson directs the commune-level Review Steering Committee to assume the prime responsibility for, and coordinate with village heads and reviewers in, collecting household information, calculating scores, summarizing, and classifying households.

- Step 3: Hold a meeting of the people to agree on the review results

+ Members of the meeting: Commune-level Review Steering Committee, civil servants tasked with poverty reduction at commune level, village head (chairing the meeting), Secretary of the Village Party Committee, mass organizations, reviewers, and a number of representatives of reviewed households and other households; invite representatives of the Vietnam Fatherland Front at commune level to supervise.

+ Contents of the meeting: collecting the opinions of at least 50% of the total number of people attending the meeting on the assessment results and scoring for the reviewed households. If the consensus is less than 50%, review at Step 2 and hold a meeting at Step 3.

+ The meeting results are made into 02 minutes, signed by the chairperson, secretary of the meeting, and representatives of households (01 copy is kept in the village, 01 copy is sent to the Steering Committee for review at commune level).

- Step 4: Listing, public announcement

+ To publicly post up the results of the review of poor and near-poor households at cultural houses or village community houses and at the headquarters of the commune-level People's Committees; notify via commune-level radio station (if any) within 03 working days.

+ During the time of posting and public announcement, in case of complaints from people, the Commune Review Steering Committee organizes a review of the review results in accordance with the review process within 07 working days from the date of receipt of the complaint; publicly post the inspection results at the cultural house or village community house and the headquarters of the commune-level People's Committee within 3 working days.

+ At the end of the time for public posting and review (if any), the Commune Review Steering Committee shall summarize and report to the Chairman of the Commune People's Committee on the list of poor and near-poor households (after reviewing the list of poor and near-poor households).

- Step 5: Chairperson of the commune-level People's Committee:

+ Issue a decision to recognize the list of poor and near-poor households using Form No. 02 in the Appendix issued together with Decision 24/2021/QD-TTg;

+ Issuance of certificates to poor and near-poor households using Form No. 03 in the Appendix issued together with Decision 24/2021/QD-TTg.

In case of ineligibility as prescribed, the chairperson of the commune-level People's Committee shall reply in writing and clearly state the reason.
