The Vietnam Government Inspectorate issued Circular 04/2021/TT-TTCP dated October 1, 2021 regulating the process of receiving citizens.
According to this Circular, regulations on receipt of complaints and denunciations are as follows:
- When citizens come to present directly and do not have an application, the person receiving the citizen shall guide the citizen to write a complaint, denunciation, recommendation, reflect or record fully, truthfully and accurately the content presented to citizens; If any content is not clear, the citizen is asked to present more, then read it back to the citizen and ask them to sign or point to confirm the document.
- In case a citizen presents and has an application with specific and clear contents, the nature of the case can be clearly identified and the competent agency settles it, the citizen-receiving person shall guide the citizen to send the application to the competent authority to settle under the provisions of law.
- In case many people come to complain or denounce the same content, the citizen receiving person shall guide them to appoint a representative to present; record the presentation and ask the representative to sign or point to confirm in the document...
