Procedure for settlement of one-time social insurance benefits in cash at the Provincial Post Office in Vietnam

According to Vietnam's Decision 3503/QD-BHXH, the process of paying lump-sum social insurance benefits in cash at the provincial level is regulated as follows:

The provincial social insurance agency shall make a list of lump-sum payments of social insurance benefits paid by the provincial social insurance agency; the list of lump-sum payments of social insurance benefits in cash shall be settled by the provincial social insurance agency and transferred to the post office (for the case where the applicant receives cash at the post office).

- Provincial post offices receive the list and funding; organize lump-sum payment of social insurance benefits in cash according to the list transferred by the social insurance agency; pay monthly pensions and social insurance allowances; manage beneficiaries; settle payment; and implement the reporting regime in accordance with the provisions of the Vietnam Social Security Act and the signed contract.

- At that time, based on the amount paid in cash by the Provincial Post Office according to List C97-HD, the Planning and Finance Department is responsible for transferring the funds to the Provincial Post Office.

The provincial social insurance agency shall adjust the authorization contract for payment of social insurance benefits, etc., via the postal system signed between the provincial social insurance agency and the provincial post office in accordance with the amended and supplemented contents of Vietnam's Decision 3503/QD-BHXH.

Vietnam's Decision 3503/QD-BHXH takes effect from November 18, 2022.
