On May 22, 2017, the Ministry of Finance issued Decision 902/QD-BTC announcing 15 administrative procedures (AP) in the field of finance and banking.

Below are the procedures for issuing a Business Certificate (BC) for horse racing and greyhound racing betting as guided by the Ministry of Finance:

- Application for issuing the BC for horse racing and greyhound racing betting;- Certified copy of the Investment Registration Certificate with horse racing and greyhound racing betting activities or an uncertified copy accompanied by the original for comparison;- Judiciary record card of the business manager or operator;- Documents and dossiers proving that the business meets the conditions in Clause 1, Article 31 of Decree 06/2017/ND-CP.- Certificate of conformity regarding the quality of the horse racing and greyhound racing track construction;- Business plan;- Draft betting regulations, racing regulations, and internal regulations on anti-money laundering.

The business should prepare 05 sets of documents and submit directly or send by post 01 set of documents to the Ministry of Finance.
