Procedure for Importing Used Cars under the CPTPP Agreement

On January 22, 2020, the Ministry of Industry and Trade issued Circular 04/2020/TT-BCT regulating the auction of import tariff quotas for used cars according to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (abbreviated as CPTPP Agreement).

The import of used cars under the CPTPP Agreement is carried out according to the regulations in Circular 04 as follows:

- Importing traders must be enterprises that have been granted an Automobile Import Business License by the MOIT;- In the case that the trader does not have an Automobile Import Business License, the import must be entrusted to an enterprise that holds a valid Automobile Import Business License;- When performing import procedures under the tariff quota, in addition to completing the import procedures, the trader must present a document from the MOIT notifying the assignment of the automobile import tariff quota for used cars to the Customs authority;- Regulations on warranty, maintenance, and automobile recalls are implemented according to Decree 116/2017/ND-CP.
