Prioritizing land allocation for the construction of social housing in accordance with the housing development program and plan in Vietnam

One of the tasks assigned to the Government of Vietnam by the National Assembly is to direct various Ministries, agencies, and local authorities to continue implementing the following regulations:

Focus on developing rental social housing in urban areas using public investment funds. Establish sufficiently strong preferential and incentivizing policies to attract domestic and foreign social resources to invest in social housing construction and renovate, reconstruct old apartment buildings, projects with expired use, and urban refurbishment. Continue researching and proposing mechanisms and policies to promote social housing development, such as: exploring the formation of a social housing development fund or a suitable financial institution model to develop social housing; studying the establishment or setting up the operational mechanism of a state-owned enterprise specializing in social housing development… in accordance with the law, ensuring uniformity and coherence of the legal system.

Allocate state budget funds to implement policies supporting the purchase, rent-to-buy of social housing.

Incorporate social housing development targets into the five-year and annual socio-economic development programs and plans of localities. The social housing development targets should be researched, evaluated, and built on scientific and practical grounds, in line with the needs and development directions of the country, regions, and localities in each period; at the same time, decisively direct the completion of set targets.

Prioritize allocating land funds for social housing construction in accordance with the housing development programs and plans and local land use plans for each period. During the preparation, appraisal, and approval of relevant planning, the area for social housing construction must be clearly identified as per legal regulations.
