Principles of formulating public service prices in road transport infrastructure in Vietnam

Recently, the Ministry of Transport of Vietnam issued the Circular No. 39/2020/TT-BGTVT guiding the method of formulating pricing plans, managing prices of public administrative services, managing and maintaining road traffic infrastructure and services of operating and exploiting road ferry terminals on the national highway system using the recurrent expenditures of the central budget when implementing the ordering method.

According to Article 3 of the Circular No. 39/2020/TT-BGTVT of the Ministry of Transport of Vietnam, public service prices for the management and maintenance of road traffic infrastructure and public administrative services for the operation and exploitation of road ferry terminals on the national highway system funded by the central budget are formulated ensuring the following principles:

- Determined by estimates of management and maintenance of road traffic infrastructure, operation and exploitation of road ferry terminals;

- Offsetting reasonable and valid actual costs to complete an amount of public non-business service in accordance with the process, regulations, standards, economic and technical norms in road management and maintenance sets or procedures for the operation and exploitation of road ferry terminals promulgated by competent state agencies;

- In accordance with the price level, the market situation where the public administrative service is performed, the volume and quality of the service and is determined on the basis of the current state of the work.

- Expenses already guaranteed by the state budget for the performance of public services are not included in the public administrative service price.
