Principles of consideration and approval for winning tenders for aviation service works in Vietnam

The Ministry of Transport of Vietnam has promulgated Circular 23/2021/TT-BGTVT dated 5/11/2021 guiding on formulating, approving and announcing the list of projects; methods and criteria for evaluating bids and bidding for selection of investors in specialized aviation service works at airports and aerodromes.

According to the Circular, an investor is considered to win the bid when fully meeting the following conditions:

(1) Having a valid bid.

(2) Having the capacity and experience to meet the requirements.

(3) There are technical proposals to meet the requirements.

(4) Valuable bid-winning proposal includes components that meet the following requirements:

- There is a proposal that the total project implementation cost (M1) is not lower than the approved m1 in the bidding documents;

- There is a proposed value of compensation, support, and resettlement for projects that have not been cleared for ground clearance (M2) not lower than M2 as determined in the bidding documents;

- There is a proposed value of payment to the state budget in cash in addition to the obligations of the investor towards the state budget in accordance with current law (M3), not lower than the floor price of M3 and the highest.

Circular 23/2021/TT-BGTVT of Vietnam takes effect from December 25, 2021.
