Principles for the renovation of military vehicles in Vietnam from January 1, 2025

The Minister of National Defense of Vietnam issues Circular 70/2024/TT-BQP dated October 14, 2024, regulating the modification of motor vehicles and transport construction machinery within the management scope of the Ministry of National Defense of Vietnam.

Principles for the renovation of military vehicles in Vietnam from January 1, 2025

The principles for the renovation of military vehicles in Vietnam are stipulated as follows:

- The vehicle frame is not to be replaced, but the length may be altered or the original frame may be reinforced, provided that the original wheelbase is not changed, except for trailers and semi-trailers.

- Each motor vehicle is only allowed to modify, change the engine and not more than 03 systems, assemblies out of 07 systems, assemblies of the original vehicle. To be specific:

+ Power transmission system (clutch, gearbox, driveshaft, driving axle);

+ Motion system (wheels);

+ Suspension system;

+ Brake system;

+ Steering system;

+ Cabin, cargo box, or dump body;

+ Vehicle electrical system (for electric cars: Battery Energy Storage System (BESS), management system: charge status indicator, battery temperature control, electronic converter, motor and control; electrical wiring and connectors; external charging system if equipped; on-vehicle charging connector).

- Each specialized machine is only allowed to modify, change the engine and not more than 04 systems, assemblies out of 08 systems, assemblies of the original vehicle. To be specific:

+ Power transmission system includes (clutch, gearbox, driveshaft, driving axle, hydraulic transmission);

+ Motion system (wheels, passive axle, travel motor);

+ Suspension system;

+ Brake system;

+ Steering system;

+ Electrical, electro-hydraulic, automation system;

+ Cabin, chassis;

+ Specialized equipment.

- Must ensure compliance with technical standards and regulations, legal provisions, and the Ministry of National Defense regarding technical safety, environmental protection, and state secret in defense areas.

- The total mass of the military vehicle after modification must ensure the stability, operational safety, and comply with vehicle weight regulations as prescribed by the Law on Road Traffic Order and Safety 2024.

- The dimensional limits of the military vehicle after modification must not exceed the dimensional limits as stipulated by the Law on Road Traffic Order and Safety 2024.

- Modified military vehicles must be registered according to the provisions of the law.

Circular 70/2024/TT-BQP takes effect in Vietnam from January 1, 2025, and replaces Circular 95/2023/TT-BQP.
