On October 22, 2024, the Government of Vietnam issued Decree 135/2024/ND-CP stipulating mechanisms and policies to encourage the development of self-produced, self-consumed rooftop solar power in Vietnam.
Rooftop solar power refers to electricity generated by photovoltaic panels based on the principle of converting solar energy into electric energy, installed on the roofs of construction works, connected to electrical equipment and directly serving power generation activities in Vietnam.
The principles for developing self-produced, self-consumed rooftop solar power in Vietnam are as follows:
- The development of self-produced, self-consumed rooftop solar power must ensure transparency, openness, and equality among subjects as stipulated in Decree 135/2024/ND-CP.
- The activity of buying and selling surplus electricity (if any) from self-produced, self-consumed rooftop solar power is carried out in accordance with the provisions of Decree 135/2024/ND-CP.
- The capacity of self-produced, self-consumed rooftop solar power connected to the national grid in each locality must comply with the regulations of Decree 135/2024/ND-CP, excluding self-produced, self-consumed rooftop solar power in district, commune islands with electricity grids but not yet connected to the national grid.
- Construction projects before installing self-produced, self-consumed rooftop solar power must ensure compliance with current legal regulations on investment, construction, land, environment, safety, and fire prevention. The development of self-produced, self-consumed rooftop solar power must comply with legal regulations on electrical safety, investment, construction, environment, and fire prevention.
- During the investment and construction process of self-produced, self-consumed rooftop solar power, organizations and individuals must not use imported second-hand photovoltaic panels or devices converting direct current to alternating current.
- Self-produced, self-consumed rooftop solar power must be operated to ensure the safety of the national grid equally to other renewable energy sources (solar power, wind power).
More details can be found in Decree 135/2024/ND-CP, which comes into force in Vietnam from October 22, 2024.
