On January 12, 2024, the Minister of National Defense issued Circular 02/2024/TT-BQP on the registration of military vessels in Vietnam.

Principles for registration of military vessels in Vietnam 

Principles for registration of military vessels in Vietnam are as follows:

- Military vessels newly built, converted, modernized, purchased, imported, received, repaired, and currently in use must be inspected and issued with a certificate of technical safety and environmental protection by the registration facility according to the provisions of national standards, national technical regulations, relevant international treaties, and the regulations of the State and Ministry of National Defense.

- Military vessel registration ensures independence, honesty, objectivity, conformity with mission requirements, and compliance with the regulations of national standards, national technical regulations, relevant international treaties, the regulations of the State, the Ministry of National Defense, or other standards accepted by the Ministry of National Defense.

- The registration of military vessels is carried out by the registration agency and registration facility in the Army. Registration organizations outside the Military (hereinafter referred to as registration organizations) may only register military vessels when permitted by the Ministry of National Defense.

- Registry establishments and surveyors of military vessels are only allowed to carry out inspections according to the assigned scope and tasks; appropriate to the field and specialized registration recognized by competent authorities.

- Relevant agencies, units, organizations, and individuals must strictly comply with the contents of military vessel registration according to the regulations of the State, the Ministry of National Defense, and regulations on protecting state secrets and Army secrets.

- Inspection activities of the registry do not change the work nor replace the responsibilities of the technical inspection or quality inspection agency belonging to user units, building and repair facilities, and industrial product manufacturing facilities used for building and repairing military vessels.

Circular 02/2024/TT-BQP takes effect on February 27, 2024.
