On December 1, 2023, the Secretariat issued Regulation 137-QD/TW on functions, tasks, powers, and organizational structure of specialized agencies advising and assisting the provincial Party Committee and the centrally run city Party Committee in Vietnam.
The organization of the apparatus of specialized advisory and support agencies of provincial and centrally-affiliated People's Committees shall adhere to the following principles:
- Ensuring comprehensive advisory and support services under the leadership and direction of the provincial People's Committee, avoiding overlapping functions and tasks between advisory and support agencies. Each task should be assigned to a leading agency responsible for its implementation and accountability.
- Streamling the apparatus, ensuring efficiency and effectiveness of operations. It is not necessary for central-level advisory and support agencies to have specific bureaus or departments at the provincial level.
- The implementation of the office model to serve the advisory and support agencies at the provincial level shall be considered and decided by the Standing Committee of the provincial Party Committee based on the practical situation in the locality.
- Internal units (divisions and equivalents) of advisory and support agencies of the provincial People's Committee shall be established on the following basis:
+ The function and tasks of the agency.
+ The total number of authorized positions.
+ A minimum of 5 personnel is required for the establishment of an internal unit. In cases where the authorized positions have not been fully allocated, at least 4 personnel must be present for establishment.
- The total number of deputy heads of the advisory and support agencies of the provincial People's Committee shall not exceed 18 individuals. Thanh Hoa Provincial Party Committee and Nghe An Provincial Party Committee shall not exceed 21 individuals. Hanoi Municipal Party Committee and Ho Chi Minh City Municipal Party Committee shall not exceed 24 individuals. The Standing Committee of the Provincial Party Committee shall consider and decide on the specific number of deputy heads for each agency based on the practical situation in the locality, ensuring it does not exceed the total number of deputy heads of advisory and support agencies at the local level.
- Departments with fewer than 10 personnel shall have a department head and no more than 2 deputy department heads. Departments with 10 or more personnel shall have no more than 3 deputy department heads.
The staffing of advisory and support agencies shall be determined by the Standing Committee of the provincial Party Committee based on the authorized total staffing positions. It shall ensure the implementation of the functions, tasks, powers, and organizational structure of each agency in accordance with this Regulation. It shall adhere to the approved requirements, staffing structures, job titles, and positions. It will strengthen the practice of assigning additional duties to certain job titles. It shall strictly implement the policy of streamlining staffing positions, restructuring the personnel of officials, civil servants, and employees, and enhancing the effectiveness and efficiency of operations in accordance with the regulations and guidelines of the central authorities.
