On February 21, 2024, the Government of Vietnam issued Decree 18/2024/ND-CP on Ho Chi Minh Prize, State Prize and other prizes in science and technology.
- Principles for naming awards by ministries, sectors, localities, organizations, and individuals in the field of science and technology:
+ The name of a new award should not be identical or similar to other science and technology awards that have already been named and awarded.
+ The name of an award should not be used without the consent of the organization or individual, their legal representative, or the competent state authority.
+ The name of an award should not violate the interests of the state or the legitimate rights and interests of organizations and individuals; it should not go against the ethics and traditions of the nation.
- Principles for proposing the Ho Chi Minh Prize and the State Prize in Science and Technology:
+ The registration and proposal for these awards are voluntary.
+ Each work can only be proposed for one award in one evaluation round.
+ A work that has been awarded the Ho Chi Minh Prize cannot be proposed for the State Prize; a work that has been awarded the State Prize cannot be proposed for the Ho Chi Minh Prize.
- Principles for consideration for awarding works related to state secrets:
For works related to state secrets, the procedures for consideration for awarding should follow the regulations stated in this Decree and comply with the laws on protecting state secrets.
- The Ministry of Science and Technology is responsible for organizing the consideration for awarding the Ho Chi Minh Prize and the State Prize for Science and Technology.
- Ministries, sectors, and localities decide on the organization of science and technology awards within their management scope and carry out the procedures for consideration for awarding.
- Organizations and individuals can propose and carry out the evaluation and awarding of prizes for science and technology.
