Principles for issuing the List of essential medicines used at healthcare facilities in Vietnam for price declaration purposes

On November 1, 2024, the Minister of Health of Vietnam issued Circular 28/2024/TT-BYT regarding the List of Essential Medicines and the Economic-Technical Characteristics of Medicines used at medical examination and treatment facilities for price declaration implementation.

Principles for issuing the List of essential medicines used at healthcare facilities in Vietnam for price declaration purposes

Circular 28/2024/TT-BYT prescribes the principles, criteria for building and issuing the List of Essential Medicines, and the economic-technical characteristics of medicines used in medical examination and treatment facilities for price declaration (hereinafter referred to as the List of Medicines).

Medicines included in the List of Medicines for price declaration must concurrently satisfy the following principles and criteria:

- Medicines included in the list of essential medicines issued by the Minister of Health.

- Medicines used in medical examination and treatment facilities.

Based on the state management requirements regarding pricing and market price analysis and forecasting; within a maximum period of 02 (two) years, based on the principles and criteria for building the aforementioned list of medicines, the Drug Administration Department shall preside, in cooperation with the Department of Traditional Medicine Management and relevant units, to present the Ministry of Health with the Circular to update the list of medicines according to regulations.

The list of essential medicines and the economic-technical characteristics of the medicines used in medical examination and treatment facilities for price declaration in the Appendix issued together with Circular 28/2024/TT-BYT includes:

(I) Chemical Medicines: 493 Chemicals/Ingredients.

(II) Biologics: 7 Chemicals/Ingredients.

(III) Chemical Medicines containing herbal ingredients: 28 Chemicals/Ingredients.

(IV) Vaccines: 28 Names/Types of preventive vaccines.

(V) Traditional Medicines: 242 Ingredients.

The Chief of the Ministry's Office, the Director of the Drug Administration Department, the Director of the Department of Traditional Medicine Management, Heads of relevant units, and other relevant agencies, organizations, and individuals shall be responsible for implementing Circular 28/2024/TT-BYT.
