Principles for Implementing HIV Counseling and Testing in the Community

The Ministry of Health has just issued Decision 2673/QD-BYT on the promulgation of "Guidelines for HIV testing and counseling in the community".

HIV laboratory staff, non-HIV laboratory staff, and individuals undergoing HIV testing in the community need to know and adhere to the following principles:

- Ensure the confidentiality of information about the person undergoing HIV testing;- The person undergoing HIV testing must be provided with relevant information, the testing process, and situations that may lead to inaccurate test results;- Ensure support and counseling before and after testing for the individuals undergoing HIV testing;- Staff notifying about HIV infection to the sexual partners or the common needle-sharing partners of the HIV-infected person must have written consent from the HIV-infected person;- In addition, the conduct of HIV testing and the notification of HIV test results must have the consent and be entirely based on the voluntariness of the person undergoing HIV testing.
