Principles for granting Certificate of National Defense and Security Education to college students in Vietnam
On August 30, 2022, the Minister of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 15/2022/TT-BLDTBXH promulgating regulations on management and issuance of certificates of defense and security education to students of colleges.

According to Vietnam's Circular 15/2022/TT-BLDTBXH, the principles for granting the Certificate of National Defense and Security Education to college students are as follows:
- National Defense and Security Education Certificates are managed uniformly according to the form specified in the Regulation promulgated together with Vietnam's Circular 15/2022/TT-BLDTBXH.
Each Certificate has its own number set by colleges or centers of defense and security education.
- Students with satisfactory results in the subject of national defense and security education as prescribed by law will be granted 01 original certificate.
- Certificates are not granted to students who are exempted from studying, taking the final exam, and taking the final exam in defense and security education as prescribed by the law in Vietnam.
- Ensuring publicity and transparency in the management and issuance of Certificates.
- Acts of fraud in the management, issuance, and use of Certificates, depending on the nature and severity, may be administratively sanctioned or examined for penal liability in accordance with the law in Vietnam.
