According to Decision 2701/QD-BYT dated June 22, 2017, the list of modern pharmaceutical drugs covered for participants in health insurance (BHYT) is established based on the following principles:

- In accordance with and promoting the implementation of policies for reasonable, safe, and effective drug use;- Based on the Essential Medicines List of Vietnam and the World Health Organization (WHO);- Meeting treatment needs, suitable to the disease structure, ensuring the rights of participants in Health Insurance (BHYT) and the financial capacity of the Health Insurance Fund (BHYT) in each period, ensuring transparency;- Inheriting the Essential Medicines List issued with Circular 40/2014/TT-BYT.

The removal, addition, and modification of drugs in the essential medicines list are carried out according to specific criteria and implementation procedures.

In addition, Decision 2701 regulates the Working Regulations of the Drafting Committee, Editing Team, and specialized sub-committees in the drafting of the Circular on the Essential Medicines List.

Decision 2701/QD-BYT is effective from the date of signing and issuance.
