Principles for Developing the List of Domestically Produced Medicines

Recently, the Ministry of Health (BYT) issued Circular 03/2019/TT-BYT regarding the List of domestically produced drugs meeting requirements for treatment, drug prices, and the ability to supply.

The List of Medicines must be established based on medicines produced at domestic manufacturing facilities that have been licensed for circulation, meeting the requirements for disease prevention and treatment according to the technical criteria of the medicine, having reasonable prices, and ensuring the ability to supply. Concurrently, the List must be updated, supplemented, or removed in accordance with the actual situation and ensure the prompt provision of medicines for disease prevention and treatment.

Furthermore, medicines included in the List must meet all the following criteria:

- Included in the list of bidding medicines;- Have at least 03 registration numbers from at least 03 domestic manufacturers according to technical criteria groups;- The price of the medicine must not be higher than that of imported medicines with equivalent technical criteria;- Ensure the supply capability of the medicine when not purchasing imported medicines with equivalent technical criteria.
