Principles for delegating control and inspection authority of the national power system in Vietnam

The Minister of Industry and Trade of Vietnam promulgates Circular 06/2025/TT-BCT dated February 1, 2025, regulating dispatching, operation, manipulation, incident handling, black start, and restoration of the national power system.

Principles for delegating authority to operate and inspect the national power system in Vietnam

The principles for delegating authority to operate and inspect the national power system in Vietnam are as follows:

- Authority to operate is delegated according to the following basic principles:

+ At any given time, a piece of electrical equipment allows only one level of control authority;

+ According to the voltage level of the electrical equipment;

+ According to the installed capacity and connection voltage level of the power plant;

+ According to the management boundary of the electrical equipment of the Operation Management Unit.

- Authority to inspect is delegated according to the following basic principle:

An electrical device only allows oversight from a higher level in cases where the exercise of control authority by a lower level or the Operation Management Unit alters or affects the operation policies of the power system or equipment under the control of the higher level.

- For certain electrical equipment under the control of a specific level, where changes in operation policies do not affect the operation policies of the power system under control, the level with control authority may delegate control to a lower level or the Operation Management Unit. Such delegation must be executed in writing, with the acknowledgment of both parties.

- In certain cases, depending on the actual situation, the National Power System Dispatch Unit will specifically delegate operating and inspection authority.

- Detailed delegation of operating and inspection authority must be issued along with the approval decision on the numbering scheme for primary electrical equipment at substations or power plants, as stipulated in Appendix II of Circular 06/2025/TT-BCT.
