Code and professional title of university substitute teacher in Vietnam 

Professional titles of university substitute teachers include:

- Grade III university preparatory teacher - Code: V.07.07.19.

- Grade II university preparatory teacher - Code: V.07.07.18.

- Grade I university substitute teacher - Code: V.07.07.17.

Principles for appointment by professional title for university substitute teachers

- The appointment of professional titles for university substitute teachers is prescribed in Circular 22/2023/TT-BGDDT must be based on the job position being held and ensure that it meets the professional title standards specified in Circular 22/2023/TT-BGDDT.

- When appointing from the professional title of a public employee currently held to the corresponding professional title of a university substitute teacher, it is not allowed to combine the salary increase or promotion of a public employee's professional title.

- Do not denpend on the training level to appoint a higher professional title class than the matriculated professional title class for newly recruited university preparatory teachers.

General standards of professional ethics for university substitute teachers

- Comply with the Party's guidelines and policies, State laws, and regulations of competent agencies on pre-university education.

- Regularly cultivate ethics, uphold a sense of responsibility, and preserve the qualities, honor, and reputation of teachers as role models for students.

- Love, treat students fairly, and respect them; protect the legitimate rights and interests of students; unite and help colleagues.

- Strictly implement regulations on the general responsibilities and obligations of public employees and regulations of the Ministry of Education and Training on teacher ethics.

Circular 22/2023/TT-BGDDT takes effect on January 15, 2024 and replaces Circular 30/2017/TT-BGDDT dated December 5, 2017.
