Principles, criteria and norms for allocation of Vietnam's state budget in 2022

On September 1, 2021, the Standing Committee of the National Assembly of Vietnam promulgated Resolution 01/2021/UBTVQH15 stipulating principles , criteria and norms for allocation of recurrent expenditure estimates of the state budget in 2022

According to this Resolution, the principles and criteria for allocation of recurrent expenditure estimates of the state budget are as follows:

- Focus on allocating funds for essential fields and areas of ethnic minorities, mountainous areas with special difficulties and difficulties, border areas and islands;

- Prioritize the implementation of salary reform under Resolution 27-NQ/TW  dated May 21, 2018;

- Practice to save and prevent waste;

- Reduce expenses for conferences, seminars and delegations going abroad;

In addition, the norm of allocation of recurrent expenditure estimates for provinces and centrally-run cities must adhere to a number of other principles such as:

- The population criterion is the leading criterion and is divided into four regions: extremely difficult areas, disadvantaged areas, urban areas and the rest;

-  The promulgation and implementation of a new regime that increases state budget expenditures shall comply with the provisions of Clause 4, Article 9 of the Law on State Budget from the 2022 budget year,;
