On February 27, 2024, the Government of Vietnam promulgated Decree 25/2024/ND-CP stipulating the consideration and awarding of the titles People's Doctor and Doctor of Merit in Vietnam.

Principles and requirements for awarding the titles "People's Doctor" and "Doctor of Merit" in Vietnam from April 15, 2024

The principles and requirements for awarding the titles "People's Doctor" and "Doctor of Merit" from April 15, 2024, include:

- Adherence to the reward principles specified in Clauses 2 and 3 of Article 5 of the Law on Emulation and Commendation 2022 in the process of awarding the titles "People's Doctor" and "Doctor of Merit."

- Achievements that have already been used to confer State honorary titles, including the titles "People's Teacher," "Outstanding Teacher," "People's Artist," "Outstanding Artist," "People's Artisan," and "Outstanding Artisan," cannot be reused to propose for the titles "People's Doctor" and "Doctor of Merit."

- Achievements proposed for the titles "People's Doctor" and "Doctor of Merit" must be accomplishments attained during service in the healthcare sector. Only recognitions based on merit are considered as conditions and standards for proposing these titles.

- Individuals who receive salaries and participate in annual emulation and commendation evaluations at a particular unit must propose for the titles "People’s Doctor" and "Doctor of Merit" at that same unit.

- The titles "People's Doctor" and "Doctor of Merit" will not be awarded to individuals who have been subject to disciplinary actions from a reprimand and above.

- Individuals who are currently subject to disciplinary actions or involved in cases under review or investigation by competent authorities, or who have outstanding complaints or denunciations under investigation, or those implicated in corruption or negative cases reported by the media under verification, are not considered for the titles "People's Doctor" and "Doctor of Merit."
