Principles and bases for determining professional civil servant positions in the Education sector in Vietnam

Principles and bases for determining professional civil servant positions in the Education sector in Vietnam are as follows:

- Job positions for professional civil servants specializing in Education are determined on the basis of the principles specified in Article 3 of Decree 62/2020/NĐ-CP:

+ Comply with the Party's regulations and the law on employment positions, management, and use of civil servant payrolls.

+ Consistent with the functions, tasks, powers, and organizational structure of the agency or organization.

+ Ensure consistency and synchronization between determining job positions, the structure of civil servant ranks, and the use and management of civil servant payrolls.

+ Ensure scientific, objective, public, transparent, democratic, and consistent with practice.

+ Combine payroll streamlining with restructuring and improving the quality of civil servants in agencies and organizations.

- Basis for determining job positions as professional civil servants specializing in Education shall comply with the provisions in Clause 1, Article 4 of Decree 62/2020/NĐ-CP:

+ Functions, tasks, powers, and organizational structure of agencies and organizations;

+ Complexity, nature, characteristics, and scale of operations; scope and objects of service; professional and professional management processes according to specialized laws.

- The determination of job positions ensures no increase in civil servant payrolls approved by competent authorities.

Note: For civil servants holding higher civil servant ranks (including those whose results have been recognized in the exam/consideration for civil servant rank promotion before September 28, 2023) compared to the civil servant rank required by the job position specified in Circular 15/2023/TT-BGDDT, it will be reserved until there are new instructions on the salary regime according to regulations.
