Principals of private secondary schools are not officials or public employees in Vietnam

This is the remarkable content at Circular 14/2021/TT-BLDTBXH of Vietnam dated October 21, 2021 on the charter of intermediate schools.

Specifically, the role and position of the middle school principal is regulated as follows:

- The principal of an intermediate school is the head of the intermediate school, represents the school before the law, and is responsible for managing the school's activities;

- The principal of an intermediate school is the person who runs the organization and apparatus of the intermediate school;

- The term of office of the principal is 05 years;

- Principals of public intermediate schools shall be appointed and re-appointed by term and not exceeding 02 consecutive terms;

The principal of a public intermediate school is the account holder and is responsible before the law for all financial affairs and property of the school.

- Principals of private intermediate schools are not cadres, civil servants or public employees (new content compared to current regulations).

In addition, Circular 14/2021/TT-BLDTBXH of Vietnam also adds foreign-invested intermediate schools (Currently only stipulates two types of intermediate schools: public intermediate schools and private intermediate schools).

Circular 14/2021/TT-BLDTBXH of Vietnam takes effect from December 15, 2021 and replaces Circular 47/2016/TT-BLDTBXH.
