According to Official Telegram 238/CD-TTg, in order to promptly grasp difficulties and obstacles in production, business, construction investment, and import-export in the locality, the Prime Minister of Vietnam requested:

The chairman of the People's Committees of the provinces and centrally run cities shall direct the review and report on the situation of production, business activities, construction investment, and import-export activities in the locality especially production and business activities in the fields that make great contributions to growth, key construction investment projects, specific proposals and recommendations, etc.

Then send the notice to the Ministry of Planning and Investment before April 13, 2023, to generalize about the groups of issues that need to be handled, resolved, and resolved, and it is expected to assign the government member to assume the prime responsibility for working with the locality.

At the same time, it is also sent to relevant ministries and branches to know about and actively coordinate with the Ministry of Planning and Investment in the implementation process.

To ensure progress, the Ministry of Planning and Investment directly monitors and urges localities to prepare reports; assume the prime responsibility for, and coordinate with concerned ministries and agencies in, proposing the assignment and formulating working plans of the Government Members after having quick reports from localities, ensuring science, effectiveness, practicality, avoiding formality, and calling for generalities;

Synthesize reports of localities, in which classification of problem groups, competence to solve, and competence to send to the Prime Minister, and government members to assume the prime responsibility for working as assigned by the Prime Minister of Vietnam.

In addition, relevant ministries, branches, agencies, units, and localities are responsible for closely coordinating with the Ministry of Planning and Investment in performing the tasks assigned by the Prime Minister, ensuring timely, effective, and correct regulations.
