In the year 2023 and the first quarter of 2024, the police force inspected, administratively handled, and verified to send notifications to the managing agencies and units concerning over 7,600 party members, officials, and public employees violating alcohol regulations in Vietnam.

Given this situation, it is necessary to further strengthen the management and rectification of law compliance when participating in traffic by the team of officials and public employees, contributing to building the ethical standards and behavior culture of officials and public employees. The Prime Minister of the Government of Vietnam requests the Minister of Public Security to direct the implementation of the following:

- Instruct the police units and localities during patrol, inspection, and handling of traffic law violations to comply with the spirit of “rule of law,” “no restricted areas, no exceptions,” and not accept any intervention or influence to overlook violations; strictly discipline officers who do not thoroughly handle, overlook violations during the administrative handling of traffic violations.

The handling process must conduct verification, if the violator is an official or public employee violating alcohol regulations while driving, does not cooperate with the functional forces in handling the violation, must notify the managing agency or unit for the official to be reviewed and handled accordingly to the regulations in Vietnam.

- For cases where the vehicle operator violates traffic regulations related to alcohol levels causing traffic accidents, exhibiting resisting behavior, disrupting public order, obstructing the functional forces' duty execution, it is necessary to promptly consolidate files, investigate, and cooperate with the Procuracy and Courts to strictly handle according to the regulations of the law in Vietnam.
