Prime Minister's instruction on issuance of National technical regulations on Expressway in Vietnam

Urgent completion and issuance of National technical regulations on Expressway in Vietnam and report on research results of investment and upgrading plans of already-invested expressways to achieve comprehensive expressway standards, as discussed in Telegraph 27/CD-TTg dated March 28, 2024 by the Prime Minister of Vietnam.

Specifically, the Prime Minister directs the Minister of Transport to urgently complete and issue the National technical regulations on expressways, with attention to thoroughly reviewing and ensuring full and rigorous implementation of the Prime Minister's instructions related to the formulation of these standards such as:

(1) Researching international experiences and aligning with the actual conditions of Vietnam;

(2) Regulations on the number of lanes, cross-sectional profile, median strips, emergency stop lanes, design speeds, rest stops, etc.;

(3) Principles for the layout, design, and organization of interchanges, suitable to practical, scientific, and effective usage requirements, matching the width and design speed of the interchange to the expressway speed.

Organizing and managing operation and exploitation of expressways ensures convenience, safety, and efficiency... suitable to the development demands and conditions of localities and regions, connecting areas, maximizing the investment effectiveness of expressways, creating new development spaces, and driving socio-economic development of the local areas and regions. Completion is required by April 5, 2024.

Simultaneously, the Prime Minister directs the Ministries of Science and Technology, Construction, Natural Resources and Environment to actively coordinate with the Ministry of Transport within their functions and tasks during the implementation process.

Additionally, the Prime Minister also directs research, immediate investment, and upgrading of currently exploited or under-investment expressways to achieve full expressway standards.

To upgrade two-lane expressways in the shortest amount of time in Vietnam

Regarding research and immediate investment and upgrading of currently exploited or under-investment expressways to achieve comprehensive expressway standards, the Prime Minister of Vietnam directs:

  • The Chairmen of the People's Committees of provinces and centrally administered cities to promptly send their investment and upgrading plans for expressways already under staged investment to the Ministry of Transport as directed by the Prime Minister in Official Telegram 16/CD-TTg of 2024.

  • The Minister of Transport is to urgently report to the Prime Minister the results of research on investment and upgrading plans for expressways that have undergone staged investments to achieve full expressway standards, in compliance with design standards, technical regulations, and transport demand. This includes specific solutions for the earliest possible investments in two-lane expressways, expressways lacking emergency stop lanes, and lacking rest stops; Deadline for completion is as per the Prime Minister of Vietnam's direction in Official Telegram 16/CD-TTg of 2024.
