On February 11, 2024, the Prime Minister of Vietnam issued Directive 04/CT-TTg on continuing to promote the implementation of the Scheme "Development of Data Applications on Population, Identification, and Electronic Authentication to Serve National Digital Transformation Phase 2022-2025, Vision to 2030" in ministries, sectors, and localities in 2024 and the following years.
The directive clarifies that the implementation of the Party and State's policies and guidelines on the development of information infrastructure and telecommunications, creating a foundation for national digital transformation and the gradual development of e-government, digital economy, and digital society, and implementing the Scheme 'Development of Data Applications on Population, Identification, and Electronic Authentication to Serve National Digital Transformation Phase 2022-2025, Vision to 2030' (Scheme 06) is important and breakthrough content to realize the strategy, create many utilities and services, bring practical benefits, and better serve the people and businesses.
To continue to accelerate the implementation of Scheme 06 in 2024, laying the groundwork for achieving the objectives of the National Digital Transformation Program by 2025 and towards 2030, the Prime Minister requests the ministries, government agencies, central-affiliated agencies, and provincial people's committees to thoroughly and synchronously implement the following key tasks and solutions:
(1) Ministers, heads of government agencies, heads of centrally affiliated agencies, and chairpersons of provincial people's committees should maintain a high level of political determination in leadership and direction to implement Scheme 06 at their respective agencies and localities in 2024. Strengthen inspection, supervision, and urging the implementation of tasks according to sectors and areas on a weekly and monthly basis, and publicly announce specific results and benefits enjoyed by people and businesses.
(2) Ministries, government agencies, central-affiliated agencies, and provincial people's committees
- Urgently resolve the tasks that are behind schedule.
+ Restructure the business process and complete the provision of essential public services on the National Public Service Portal, ensuring the maximum reduction of paperwork, travel time, and compliance costs for people and businesses. Develop and issue, within the authority of or submit to the Prime Minister for issuance, an interconnected electronic process for administrative procedures, to be completed by April 2024.
+ Expedite the digitization of documents and results of handling administrative procedures during the process of receiving and handling administrative procedures, integrate digitization with the performance of tasks by officials and civil servants during the process of handling administrative procedures, without requiring people and businesses to provide paper documents or digitized results as required.
+ Upgrade and improve information technology infrastructure to meet the requirements stated in Document 1552/BTTTT-TTH 2022 of the Ministry of Information and Communications guiding the essential information technology components for the implementation of Scheme 06.
+ Implement guidance, management, and evaluation of quality of service to people and businesses based on data and real-time, according to Decision 766/QD-TTg 2022.
+ Proactively amend, or propose competent authorities to amend legislative documents based on the results of reviewing legislative documents serving the implementation of Scheme 06 by the Working Group of the Prime Minister on the review of legislative documents, including options for simplifying administrative procedures and citizens' documents submitted in thematic resolutions of the Government in the 2017-2018 period.
- Focus on implementing tasks in 2024
+ Issue a Plan to implement Scheme 06 in 2024, setting out a roadmap to complete the 9 groups of objectives of Scheme 06 in the 2023–2025 period. Allocate funds for the implementation of Scheme 06 to ensure its effectiveness and completion by February 2024.
+ Review legislative documents within the scope, functions, and tasks assigned to issue or propose competent authorities to issue or amend legislative documents to serve the connection and exploitation of data between the National Data Center and national databases and specialized databases.
+ Coordinate with the National Data Center to develop a synchronized plan for human data within the scope of management of the National Data Center according to a suitable roadmap for the construction and operation of the National Data Center.
+ Review and supplement the security and safety conditions of information systems within the management authority of ministries, sectors, and localities according to the standards of the National Data Center.
