Prime Minister of Vietnam to request the continuation of implementing substantive administrative procedure reform

On June 15, 2023, the Prime Minister of Vietnam issued Official Dispatch 547/TTg-KSTT on continuing to implement substantive administrative procedure reform and improve the effectiveness of policy advice for the Government and the Prime Minister.

Requesting the Government Office of Vietnam to assume the prime responsibility and coordinate with the Ministry of Home Affairs and relevant ministries, agencies, and localities to review and propose specific programs, plans, and measures to request ministries, branches, and localities to seriously, drastically, synchronously, and effectively implement tasks and solutions on administrative procedure reform; strengthen inspection and supervision of the implementation; provide specific reports on implementation results, difficulties, and problems; and make suggestions and recommendations (if any) at the monthly Government Meeting.

In particular, it is noted that in the immediate future, priority should be given to urgent issues that need to be removed, especially the reduction and simplification of regulations and procedures on investment, business registration, business conditions and administrative procedures in industries and fields directly related to people and businesses such as construction, real estate, tax, customs, electricity, energy, production, processing of agricultural products, import and export, education and training, healthcare, etc.; at the same time, there are solutions for comprehensive reform and innovation in the long term to contribute to further improving the business investment environment and enhancing competitiveness.

Assuming the prime responsibility for, and coordinating with the Ministry of Home Affairs in, reviewing and proposing to strengthen advisory organizations on administrative procedure reform towards compactness, simplicity, directness, efficiency, and reduction of focal points, which includes terminating the operation of organizations that are no longer suitable and establishing a working group to directly assist the Prime Minister on administrative procedure reform.

According to this document, the Ministry of Home Affairs is assigned to assume the prime responsibility for, and coordinate with the Government Office and relevant agencies in, reviewing and reporting in detail on the organizational model, operating regulations, and effectiveness of policy consulting organizations for the Prime Minister (both past and present).

In particular, the proposal to terminate the operation of organizations that are no longer suitable and the establishment of a Policy Advisory Group for the Prime Minister ensure a really effective, compact, direct, and practical contribution to policy making and the direction and administration of the Government and Prime Minister of Vietnam.

Assuming the prime responsibility for, and coordinating with the Government Office in, organizing the inspection and examination of official duties, focusing on the implementation of tasks and solutions on administrative procedure reform; promptly proposing to the Prime Minister to commend and criticize agencies, organizations, and individuals that perform well or poorly in this work in accordance with law.
