Prime Minister of Vietnam: To request new proposal on new policies to retain medical staffs

Below is the content specified in Vietnam's Directive 16/CT-TTg September 20, 2022 on improving people's health care; proactively adapt flexibly, contributing to quick recovery and sustainable development.

Accordingly, the Prime Minister of Vietnam requested the Ministry of Health of Vietnam to assume the prime responsibility for, and coordinate with the Ministry of Home Affairs, the Ministry of Labor, War Invalids and Social Affairs of Vietnam and relevant agencies to study and propose:

- Industry-specific salary and allowance regimes and policies (including solutions to retain and attract human resources) for health workers;

- Policies to support trainees and students of majors in the field of health;

- Policies on recognizing martyrs when sacrificing and taking appropriate and effective measures to protect medical staff while on duty.

In addition, regarding the task of improving the quality of medical examination and treatment, strengthening the combination of traditional medicine with modern medicine, the Prime Minister of Vietnam requested the Ministry of Health of Vietnam:

- To soon complete and promulgate a list of techniques in medical examination and treatment, develop economic and technical norms as a basis for formulating medical service prices;

- Continue to implement programs to strengthen training, rotate medical staff, and transfer techniques to lower levels; to have solutions and programs to improve the medical examination and treatment capacity for grassroots levels, especially health stations, to develop a model of family doctor;

- Implement the transfer of a number of hospitals under the Ministry of Health to local management.
