The Prime Minister of the Government of Vietnam issued Official Telegram 109/CD-TTg dated October 22, 2024, to strengthen the focus on directing and implementing the Land Law 2024.
As of now, according to the report from the Ministry of Natural Resources and Environment of Vietnam, 63 out of 63 provinces and cities have issued detailed implementation documents for the Land Law 2024 under local jurisdiction. However, the progress of issuing these documents in some provinces and cities remains very slow.
The failure of localities to fully issue documents within their authority has limited the effectiveness of the implementation of the Law, affecting the rights of citizens and businesses, administrative procedures, and the efficiency in implementing new policies of the Land Law 2024. Therefore, the Prime Minister of the Government of Vietnam requests a review and clarification of the responsibilities of organizations and individuals that have led to the delayed issuance of legal documents guiding the implementation of the Land Law 2024.
Additionally, the Prime Minister of the Government of Vietnam also requests the Chairpersons of the People's Councils and the People's Committees of provinces and centrally governed cities to fully and promptly implement the instructions provided in Official Telegram 105/CD-TTg dated October 10, 2024, by the Prime Minister of the Government of Vietnam regarding concentrated directive and implementation of the Land Law 2024, including:
- Focus on directing the full issuance of the assigned detailed provisions in the Land Law 2024 and the Decrees detailing the implementation of the Land Law 2024;
- The issuance of detailed regulatory documents assigned in the Land Law 2024 and the decrees detailing the implementation of the Law must be completed before October 31, 2024, with the results reported to the Ministry of Natural Resources and Environment for consolidation, and reported to the Prime Minister of the Government of Vietnam. Responsibility lies with the Government of Vietnam and the Prime Minister of the Government of Vietnam if there is any delay in issuing the aforementioned documents.
