On June 23, 2023, the Prime Minister of Vietnam issued Directive 22/CT-TTg to rectify and strengthen discipline in the compliance with laws on state finance - budget.

Prime Minister of Vietnam directs to urgently make amendments to the Law on the State Budget

Regarding developing and improving the institution, the Prime Minister of Vietnam requests to focus on the following key tasks:

- The Ministry of Finance shall chair and cooperate with ministries, central authorities, and local authorities to:

+ Urgently research and make amendments to the Law on State Budget and related legislative documents according to the provisions of Resolution 23/2021/QH15;

+ Promote decentralization, encouraging localities to be creative, increase revenue, and mobilize resources for socio-economic development in the area, creating proactiveness and accountability for local governments in deciding and using the budget.

+ Continue reviewing, researching, building, amending, supplementing, and completing the legal system on state budget revenue and expenditure, financial autonomy mechanisms of public service providers, managing and using public assets, practicing thrift, and combating waste according to the legislative program of the National Assembly and the Government of Vietnam.

+ Continue to improve the legal framework on pricing and price appraisal to strengthen the implementation of the Communist Party of Vietnam and the State's policy on managing prices according to the market mechanism with State regulation;

+ Continue to complete the institutional policies on public debt management suitable to practical situations and international practices; research on innovating and unifying the organizational apparatus for managing public debt, methods, and tools for managing the country's external debt…

- The Ministries: Planning and Investment, Natural Resources and Environment, Construction, Agriculture and Rural Development, and sector-managing ministries and fields shall aggregate, review, build, and complete mechanisms, policies, and legal regulations on public investment and related laws to ensure resolving and addressing the prolonged existing issues…

- Ministries, central authorities, and local authorities shall:

+ Minimize the proposal and issuance of new policies that reduce state budget revenue; only issue new budget expenditure policies when absolutely necessary and with guaranteed financial sources, in line with the balancing capacity of each budget level.

+ Continue to review and submit to the competent authorities the issuance of complete regulations and guidelines for implementing the financial autonomy mechanism for public service providers as per the provisions of Decree 60/2021/ND-CP dated June 21, 2021.

+ Urgently fully implement key tasks as stipulated in Article 4 of Resolution 74/2022/QH15...
