The Prime Minister of the Government of Vietnam Issues the List of State Secrets in the Field of Healthcare

The Prime Minister of the Government of Vietnam issues the list of state secrets in the field of healthcare as follows:

(1) State secrets classified as Top Secret include: medical records, information, examination and treatment results, health check results of members of the Politburo, Central Committee Secretariat of the Communist Party.

(2) State secrets classified as Secret include:

- The number of people infected and deceased due to newly emerging dangerous infectious diseases the causative agents of which are not yet identified and have not been disclosed by the Ministry of Health.

- Names, origins, virulence, transmission capabilities, transmission routes of newly discovered infectious disease agents that have not yet been identified, which are related to human health and life, and may impact socio-economic development and have not been disclosed.

Principles of Protecting State Secrets

According to Article 3 of the Law on Protection of State Secrets 2018, the principles of protecting state secrets include:

- Under the leadership of the Communist Party of Vietnam, and the unified management of the State; serving the tasks of building and defending the Fatherland, socio-economic development, and international integration of the country; protecting national and ethnic interests, and the legitimate rights and interests of agencies, organizations, and individuals.

- Protecting state secrets is the responsibility of every agency, organization, and individual.

- The management and use of state secrets must ensure the correct purposes, authority, procedures, and processes as prescribed by law.

- Proactively prevent; promptly detect, prevent, and strictly handle acts violating the law on the protection of state secrets.

- State secrets are protected according to the time limit specified by the Law on Protection of State Secrets 2018, ensuring citizens’ right to access information as prescribed by law.
