This is the content of Decision 89-QD/TW dated December 1, 2022 on promulgating the process of inspecting, supervising, enforcing party discipline, handling denunciations and complaints about party discipline of the provincial Party Committee and the equivalent to the grassroots in Vietnam.
According to Vietnam's Decision 89-QD/TW, the preparatory steps in the denunciation settlement process within the party in Vietnam include the following tasks:
- Establishing a denunciation settlement team and developing a denunciation settlement plan.
+ The standing committee of the party committee assigns the representative of the inspection committee or the agency or unit to assist the committee in working with the denunciation writer to grasp the situation and clearly identify the identity and address of the denouncer; the party organization, the denounced party member, and the denunciation (when working with the denouncer, the minutes of the meeting must be made); advising on the establishment of a denunciation settlement team; and developing a complaint resolution plan.
+ Standing committee at all levels to sign and issue decisions and plans to settle denunciations. The head of the inspection team is a member of the standing committee assigned by the standing committee (for grassroots level and equivalent: The team leader can be the leader of the units or the party member assigned the task of advising and assisting the party committee). Based on the denunciation content, determine the appropriate number of members.

The inspection team may use the seal of the party committee to perform its tasks.
- The inspection team investigates the denunciation based on the petition's contents and the results of working with the denouncer to develop an outline requesting the denounced object to report and explain;working schedule of the delegation and assigning tasks to each member of the delegation; Prepare the necessary documents and papers.
- The office of the Party Committee in Vietnam ensures the necessary conditions, funds, and means to serve the delegation in performing the tasks as prescribed (if any).
