Powers and duties of members of the Councils in the field of performing arts in Vietnam

Article 5 of Circular 08/2024/TT-BVHTTDL stipulates the powers and duties of members of the Councils in the field of performing arts in Vietnam as follows:

(1) Powers and Responsibilities of members of the Councils

- Participate fully in the Council meetings; in case of absence, must report to the Chairman or Vice Chairman of the Council (when authorized by the Chairman);

- Evaluate, comment, or reserve personal opinions during the execution of functions and duties. In cases where the Council does not hold meetings but collects opinions in writing, members of the Councils have the responsibility to evaluate, comment in writing, and send it to the Secretariat for aggregation;

- Maintain confidentiality of information related to discussion content and work outcomes;

- Entitled to remuneration as prescribed.

(2) Powers and Responsibilities of the Chairman of the Council

- Preside over the Council meetings and take overall responsibility for the activities of the Council;

- Recommend to the competent authority to dismiss, supplement, or replace members of the Councils;

- Propose inviting experts and representatives from relevant state agencies to participate in Council meetings when it is necessary to consult on expertise;

- Announce and take responsibility for the outcomes of the Council meetings;

- Authorize the Vice Chairman of the Council to execute one or several contents stipulated in points a, c, and d of clause 2 Article 5 of Circular 08/2024/TT-BVHTTDL;

- Execute the powers and responsibilities of members of the Councils as stipulated in (1).

(3) Powers and Responsibilities of the Vice Chairman of the Council

- Execute the powers and responsibilities of the Chairman of the Council when authorized;

- Perform tasks assigned by the Chairman of the Council;

- Assist the Chairman of the Council in urging and inspecting the deployment of the Council's activities;

- Execute the powers and responsibilities of members of the Councils as stipulated in (1).

(4) Powers and Responsibilities of the Standing Division of the Council

- Analyze, evaluate, and comment on the performing arts activities that have been acquired to improve quality as requested by the Council;

- Report the results of improving the quality of performing arts activities to the person with authority from the state management agency for consideration and decision.
