On December 22, 2023, the Government Inspector General issued Circular 02/2023/TT-TTCP guiding the functions, tasks, powers, and organization of the Inspectorate of provinces and centrally run cities (collectively referred to as the Provincial Inspectorate); Inspectorates of districts, towns, provincial cities, and centrally run cities (collectively referred to as District-level Inspectorate).
- The District Inspectorate is a specialized agency under the People's Committee at the district level, assisting the People's Committee at the district level in managing state inspection work, citizen reception, handling complaints, denunciations, and preventing corruption and negative behaviors; carrying out inspection tasks within the scope of state management of the People's Committee at the district level; and performing citizen reception, handling complaints, denunciations, and preventing corruption and negative behaviors according to the provisions of the law.
- The District Inspectorate has legal status, a seal, and a separate account; it is under the direction and administration of the Chairman of the People's Committee at the district level and under the guidance of the provincial Inspectorate regarding inspection work and professional guidance.
- The District-level Inspectorate includes the Chief Inspector, Deputy Chief Inspector, Inspectors, and other officials.
+ The Chief Inspector of the district is the head of the District Inspectorate, responsible for the People's Committee, the Chairman of the People's Committee at the district level, and the law for the implementation of the functions, tasks, and powers of the District Inspectorate, the Chief Inspector, and the implementation of tasks and powers according to the Working Regulations and assignments of the People's Committee at the district level.
The Chief Inspector of the district is appointed, dismissed, relieved of duty, transferred, rotated, and seconded by the Chairman of the People's Committee at the district level after consulting the opinion of the provincial Chief Inspector.
+ The Deputy Chief Inspector of the district assists the Chief Inspector of the district in performing tasks assigned by the Chief Inspector of the district, responsible to the Chief Inspector of the district and the law for the assigned tasks.
When the Chief Inspector of the district is absent, a Deputy Chief Inspector of the district is authorized by the Chief Inspector of the district to temporarily lead the activities of the District Inspectorate.
The appointment, dismissal, relief of duty, transfer, rotation, and secondment of the Deputy Chief Inspector of the district are decided by the Chairman of the People's Committee at the district level in accordance with the provisions of the law and the proposal of the Chief Inspector of the district.
- The organization of the District Inspectorate must ensure criteria such as other specialized departments and professional functions under the People's Committee at the district level according to the provisions of the law on local government; ensuring sufficient conditions to perform the functions, tasks of inspection, citizen reception, handling complaints, denunciations, preventing corruption, negative behaviors, and other tasks as prescribed.
