Position and functions of the Population Sub-Department under the Department of Health in Vietnam as of February 12, 2024

Specifically, the position and functions of the Population Sub-Department under the Department of Health are regulated as follows:

- The Population Department of a province or centrally-run city (hereinafter referred to as the Provincial Population Department) is an organization under the Department of Health responsible for advising and assisting the Department of Health in managing state affairs related to population, including the areas of population scale, population structure, population quality, family planning, and community-based healthcare for the elderly; directing and organizing the implementation of specialized activities and tasks related to population within the province.

- The Provincial Population Department is subject to the management and guidance of the Department of Health regarding its organization, staffing, and activities; at the same time, it is also subject to the professional guidance, instructions, and inspections of the Population Department under the Ministry of Health.

- The Provincial Population Department has legal personality, a working office, its own seal, and bank accounts.

Currently, the position and functions of the Population and Family Planning Department (PFPD) are regulated under Part 1 of Circular 05/2008/TT-BYT as follows:

- The Provincial PFPD is an organization under the Department of Health, responsible for advising and assisting the Director of the Department of Health in managing state affairs related to population and family planning, including the areas of population scale, population structure, and population quality; directing and organizing the implementation of specialized activities and tasks related to population and family planning within the province.

- The Provincial PFPD is subject to the management and guidance of the Department of Health regarding its organization, staffing, and activities, and is also subject to the professional guidance, instructions, inspections, and audits of the General Population and Family Planning Department under the Ministry of Health.

- The Provincial PFPD has legal personality, a working office, its own seal, and bank accounts (including foreign currency accounts).

More details can be found in Circular 34/2023/TT-BYT, which will take effect on February 12, 2024. Part 1 of Circular 05/2008/TT-BYT will expire on February 12, 2024.
