Position and function of the Ministry of Health of Vietnam from March 1, 2025

The Ministry of Health is an agency of the Government of Vietnam, performing the function of state management in the following areas: preventive medicine; medical examination, treatment, rehabilitation; medical assessment, forensic examination, forensic psychiatry; mother and child health care; population; prevention and control of social evils (excluding the tasks of drug addiction treatment and management post-drug addiction treatment); social protection; traditional medicine and pharmacy; pharmaceuticals and cosmetics; food safety; medical equipment; health insurance and state management of public services within the areas under the state management scope of the Ministry of Health.

Additionally, the organizational structure of the Ministry of Health includes:

(1) Health Insurance Department.

(2) Personnel and Organization Department.

(3) Planning and Finance Department.

(4) Legal Affairs Department.

(5) International Cooperation Department.

(6) Office of the Ministry.

(7) Inspectorate of the Ministry.

(8) Department of Medical Examination and Treatment Management.

(9) Department of Traditional Medicine and Pharmacy Management.

(10) Department of Pharmaceutical Management.

(11) Department of Food Safety.

(12) Department of Infrastructure and Medical Equipment.

(13) Department of Science, Technology, and Training.

(14) Population Department.

(15) Department of Disease Prevention.

(16) Department of Mother and Child Health.

(17) Department of Social Protection.

(18) Health Strategy and Policy Institute.

(19) National Health Information Center.

(20) "Sức khỏe và Đời sống" Newspaper.

The organizations specified from (1) to (17) are entities assisting the Minister in performing the function of state management; the entities specified from (18) to (20) are public service providers serving the function of state management of the Ministry of Health.

The Planning and Finance Department comprises 5 sub-departments.

The Minister of Health submits to the Prime Minister of the Government of Vietnam the issuance of the list of other public service providers under the Ministry of Health as prescribed.

The Minister of Health issues decisions specifying the functions, tasks, powers, and organizational structure of the organizations and units under the Ministry of Health.

Decree 42/2025/ND-CP is effective from March 1, 2025, replacing Decree 95/2022/ND-CP.
