Date: August 21, 2024, the Ministry of Health issued Official Dispatch 4904/BYT-CDS regarding the implementation of policies in Decree 75/2023/ND-CP and Decree 39/2015/ND-CP which includes guidance on policy to support poor ethnic minority women who give birth in accordance with population policy in Vietnam
According to Official Dispatch 4904/BYT-CDS issued in 2024 and Notice 133/TB-VPCP in 2024 by the Office of the Government of Vietnam, the Ministry of Health of Vietnam is tasked with guiding localities in the implementation of policies supporting women from poor ethnic minority households to give birth according to the population policy, ensuring uniformity as stipulated in Decree 75/2023/ND-CP and Decree 39/2015/ND-CP.
The Ministry of Health of Vietnam provides the following guidance:
- Regarding Beneficiaries: Both Decree 75/2023/ND-CP and Decree 39/2015/ND-CP specify that the beneficiaries are ethnic minorities living in difficult administrative units, regions of ethnic minorities, and mountainous areas.
- Regarding Support Policies:
+ Under Decree 39/2015/ND-CP, women from poor ethnic minority households who give birth according to population policy are entitled to a one-time support of 2 million VND/person;
+ Under Decree 75/2023/ND-CP, ethnic minorities living in communes in region II, region III, and extremely disadvantaged villages in ethnic minority and mountainous areas in the period of 2016 - 2020, but these communes are no longer on the list of communes in region II, region III, and extremely disadvantaged villages in ethnic minority and mountainous areas in the period of 2021 - 2025 according to Decision 861/QD-TTg in 2021 of the Prime Minister approving the list of communes in region III, region II, and region I in ethnic minority and mountainous areas in the period of 2021 - 2025 and Decision 698/QD-TTg in 2024 of the Prime Minister approving the adjustment, supplementation, and correction of the list of communes in region III, region II, and region I in ethnic minority and mountainous areas in the period of 2021 - 2025, the state budget will support health insurance premiums.
Therefore, the policies stipulated in the two Decrees do not overlap, duplicate, or lack uniformity. Beneficiaries of the policies that fall within the scope of either Decree will apply and benefit according to that Decree's policies. In cases where beneficiaries fall within the scope of both Decrees, they will be simultaneously supported as per the regulations of both Decrees.
