From November 15, 2017 to November 30, 2017, many new policies come into effect. Thu Ky Luat would like to summarize some policies for officials and public employees (Vietnamese officials and public employees) as follows:
As per the instructions in Decree 112/2017/ND-CP, Vietnamese officials and public employees who were participants in the youth volunteer force (TNXP) in the South, involved in the resistance during the period 1965-1975, shall prepare the following documents to apply for a one-time allowance:
- Declaration form using Template No. 1A or Template No. 1B;- Copies of one of the following documents:- Pre-1995 personnel or party member profile;- Completion of duty certificate from the managing unit of TNXP;- Transfer or hospital discharge papers, health record;- Certificates of merit during TNXP participation;- TNXP participation certificate;- Work transfer, appointment, or assignment documents.- If the individual does not have any of the proof documents, then they must have a confirmation from at least 2 witnesses using Template No. 2;- If there are no proof documents and no witness confirmations, a request must be sent using Template No. 3A to the Commune People's Committee and the Commune People's Committee is responsible for confirming using Template No. 3B.

The Ministry of Defense issued Circular 242/2017/TT-BQP guiding the adjustment of monthly allowances for soldiers, cryptographic workers on salaries similar to those of soldiers who have retired, discharged, or resigned.
From July 1, 2017, the monthly allowance for these individuals is adjusted to increase by 7.44% compared to the monthly allowance of June 2017.
The new monthly allowance levels after the adjustment are as follows:
- From 15 years to under 16 years: 1,650,000 VND;- From 16 years to under 17 years: 1,725,000 VND;- From 17 years to under 18 years: 1,800,000 VND;- From 18 years to under 19 years: 1,875,000 VND;- From 19 years to under 20 years: 1,950,000 VND.
Circular 242/2017/TT-BQP takes effect from November 20, 2017, replacing Circular 130/2016/TT-BQP.
Circular 241/2017/TT-BQP regulates the selection, recruitment of professional soldiers, workers, and defense public employees highlighting new points in priority selection as follows:
- Non-commissioned officers, soldiers with outstanding achievements in mission performance recognized by competent authorities with base-level or higher emulation soldier titles.- Graduates from colleges, universities majoring in technical, professional fields not trained by the Military, suitable for professional soldier positions, defense worker roles, or defense public employee titles.- Having special talents or capabilities meeting the requirements and structure of the People's Army in sports, arts sectors.- Belonging to ethnic minorities.

The Ministry of Home Affairs issued Circular 06/2017/TT-BNV on the regulation of job title codes for pre-university teachers as follows:
- Pre-university teacher rank I - Code: V.07.07.17;- Pre-university teacher rank II - Code: V.07.07.18;- Pre-university teacher rank III - Code: V.07.07.19.
The job title codes for pre-university teachers serve as the basis for the Minister of Education and Training to regulate standards for the job titles of pre-university teachers.
Circular 06/2017/TT-BNV takes effect from November 15, 2017.
