Plan for the formulation and issuance of documents elaborating the Land Law 2024 of Vietnam

The plan for the formulation and issuance of documents elaborating the Land Law 2024 is stipulated as follows:

(1) documents elaborating the Land Law 2024 under the authority of the Government of Vietnam, the Prime Minister of the Government of Vietnam, and relevant Ministers include:

- Assign the Ministry of Natural Resources and Environment to preside, cooperate with related ministries and central authorities to develop and submit 06 Decrees to the Government of Vietnam for issuance; issue 04 circulars under authority to detail the Land Law 2024.

- Assign the Ministry of Finance to preside, cooperate with related ministries and central authorities to develop and submit 02 Decrees to the Government of Vietnam for issuance; issue 01 circular under authority to detail the Land Law 2024.

- Assign the Ministry of Agriculture and Rural formulation to preside, cooperate with related ministries and central authorities to develop and submit 01 Decree to the Government of Vietnam for issuance to detail the Land Law 2024; update and supplement the draft Decree amending and supplementing Decree 156/2018/ND-CP with the content assigned in Article 248 of the Land Law 2024.

- Assign the Ministry of Labor, Invalids, and Social Affairs to preside, cooperate with related ministries and central authorities to develop and submit 01 Decision to the Prime Minister of the Government of Vietnam for issuance to detail the Land Law 2024.

- Assign the Ministry of Home Affairs to issue 01 circular detailing the Land Law 2024.

(The list of documents elaborating the timelines for completion is attached as an Annex to the Plan issued with Decision 222/QD-TTg of 2024)

(2) Develop detailed provisions assigned by the Land Law 2024 to local authorities: the People's Councils and People’s Committees of provinces shall issue legal documents to detail the assigned provisions in the Land Law 2024.

(3) Implementation Time

- Ministries, central authorities, and local authorities shall urgently develop according to the procedures stipulated in the Law on Issuance of Legal Documents 2015, submit to the Government of Vietnam for issuance, and issue under authority in May 2024.

- For the draft Decree detailing the reclamation of land according to the tasks assigned in Article 190 of the Land Law 2024: The Ministry of Natural Resources and Environment shall develop, complete, and submit the Decree issuance under a streamlined procedure to ensure it takes effect from April 1, 2024.
