Decision No. 1155/QD-LDTBXH promulgating the Ministry of Labor - Invalids and Social Affairs' plan to implement Resolution No. 18-NQ/TW, Resolution No. 19-NQ/TW, Plan No. 07-KH/TW, Resolution No. 57/2017/QH14, Resolution No. 08/NQ-CP, Resolution No. 10/NQ-CP, and Action Program No. 400-CTR/BCSD of the Communist Party Committee.

In order to effectively implement the contents of the aforementioned documents, in this Decision, the Ministry of Labor, Invalids and Social Affairs has proposed a pilot mechanism for hiring Chief Executive Officers at several public service providers under the Ministry and has assigned the Department of Personnel Organization to lead the implementation.

Additionally, the Ministry also requires relevant agencies to undertake several other tasks, such as:

- Developing and perfecting the autonomy mechanism of public service providers in the field of vocational education;- Planning the rearrangement and reorganization of the vocational education system;- Regulating the price framework for providing public services;- Guiding the transformation of operating models of public service providers in the fields of economic services and other relevant services, applying financial mechanisms like businesses or converting them into joint-stock companies.
