On April 23, 2024, the Central Executive Committee promulgated Regulation 142-QD/TW on the pilot program on assigning authority and responsibility to leaders in officials' affairs in Vietnam

Pilot program on assigning authority and responsibility to leaders in officials' affairs in Vietnam

Regulation 142-QD/TW of 2024 stipulates the scope, subjects, principles, authority, and responsibilities of leaders in the implementation of the pilot program concerning officials' affairs in Vietnam, including:

Introducing candidates for election and appointment of deputy positions under the leader's authority;

Supplementary election of members to the Standing Party Committee of the same level;

Appointment and dismissal of heads of directly subordinate levels under management authority.

Regulation 142-QD/TW of 2024 is piloted for party committees, party organizations, agencies, and units from the district level upwards (for the Central Military Commission and the Central Public Security Party Committee, there are separate regulations).

Responsibilities of leaders in introducing candidates for election and appointment of deputies in Vietnam

Based on the directives of competent authorities, at step 1 of the personnel process according to Article 21 of Regulation 80-QD/TW, dated August 18, 2022, by the Politburo on the decentralization of management and appointment of personnel and candidate introduction, the leader is authorized to introduce personnel as follows:

- In the case of internal personnel sources: The leader, based on the number, structure, standards, conditions, and task requirements, chooses and introduces one candidate for one position from the planning list to the party committee, organization, collective leadership of the agency, or unit for consideration, inclusion in the list, and further steps.

- In the case of external personnel sources: The leader, based on the number, structure, standards, conditions, and task requirements, introduces one candidate for one position to the party committee, organization, collective leadership of the agency, or unit for consideration and proceeding with the personnel process.

Responsibilities of Leaders in Introducing Candidates for Supplementary Election of Standing Party Committee Members in Vietnam

When there is a vacancy in the number of Standing Party Committee members, the leader, based on standards, conditions, officials' affairs project, and planning list, chooses and introduces personnel for the Standing Party Committee's collective review. The Standing Party Committee will then present to the executive committee to introduce the supplement to the Standing Party Committee members; if the personnel is unanimously introduced by the executive committee, the Standing Party Committee will seek approval from competent authorities before proceeding with the election.
