Pilot policy on special investment for road construction projects in Vietnam

Specifically, regarding the competent authority for investment in road projects, the following provisions are made:

- The Prime Minister will consider, decide, and take responsibility for assigning the People's Committee of the provincial level as the competent authority, utilizing local budgets and other legitimate capital to invest in national highways and expressways for 07 projects listed in Appendix II accompanying Resolution 106/2023/QH15.

For the 06 projects that have not completed the investment procedures listed in Appendix II, the People's Committee at the provincial level will be assigned as the competent authority responsible for completing the investment procedures from November 28, 2023, to June 30, 2025.

- The Prime Minister will consider, decide, and take responsibility for assigning one People's Committee of the provincial level as the competent authority, utilizing the local budget to support other localities in implementing public investment activities of the project through localities for 14 projects listed in Appendix III accompanying Resolution 106/2023/QH15.

For the 05 projects that have not completed the investment procedures listed in Appendix III, the People's Committee of the provincial level will be assigned as the competent authority responsible for completing the investment procedures from November 28, 2023, to June 30, 2025.

- The People's Committee of the provincial level is assigned as the competent authority to implement the public investment activities of the project in accordance with regulations for projects managed by the local authorities as stipulated by laws on public investment, construction, and related laws; it is responsible for managing, operating, and maintaining the road routes during the process of upgrading and expansion.

More details can be found in Resolution 106/2023/QH15, taking effect on November 28, 2023, and implemented until June 30, 2025.
